CONSTITUTION OF THE WCCI-BAHRAIN CHAPTER
ARTICLE 1 – NAME: The name of this organization shall be the World Council for Curriculum and
Instruction – Bahrain Chapter (WCCI Bahrain)
ARTICLE 2 – PURPOSE: The purposes of this organization shall be:
2.1 To highlight issues of concern in curricula as they relate to global educational paradigms
2.2 To facilitate the exchange of ideas among educators and other citizens within Bahrain and globally
2.3 To explore national resources while formulating curricula that are student-centered in Bahrain
2.4 To create linkages between educators and other stakeholders within the Gulf region.
2.5 To maximize professional educational support for non-governmental organizations that work on global issues of interest to the national population; for example: citizenship and the environment
2.6 To implement strategies and policies that benefit the Bahraini educational environment
ARTICLE 3 – MEMBERSHIP
3.1 The membership shall consist of all duly registered members who participate in the activities of the organization and who have paid dues for the current year.
3.2 The decision-making responsibilities of the membership, exercised during its annual meetings are election of officers, and representatives and amendments of the Constitution of the organization.
3.3 The membership at large is co-responsible with the Executive Committee for carrying out the purposes of the chapter; the World Council shall serve in an advisory capacity to the Executive Committee. Members may exercise these responsibilities in part by attending membership meetings at world conferences and/or conferences sponsored by regions or sub-regional groups.
3.4 Membership is open to individuals and educational institutions subscribing to the purposes of the organization as set forth in the Preamble and in Article 2.
3.5 All bonafide members shall have the privilege of (1) making proposals to the Executive
(3) being nominated for election, (4) voting in elections, (5) attending meetings/conferences, sponsored or co-sponsored by the organization, and (6) receiving publications designed for distribution to the membership.
3.6 Member institution may designate one person to represent that institution in all matters relating to the chapter, such as making proposals, casting one vote for the institution, participating in meetings/conferences, and receiving publications, except that no institutional representative may be nominated for or hold an elective position.
3.7 The responsibilities of the members are to carry out the purposes of the organization through individual endeavors and through support of the activities and program of the organization.
3.8 The annual dues for individual and institutional members shall be in the amount determined by the WCCI Bahrain Chapter and shall be paid on or before the annual membership meeting. The National Chapter shall remit to the WCCI 60% of the annual dues paid by the members and shall retain 40% there from to finance its operations.
ARTICLE 5 – THE EXECUTIVE COMMITTEE
5.1 The Executive Committee shall consist of 10 members elected from and by the membership at large. The members of this committee are: National Chapter Coordinator; President; Vice-President; Corporate Secretary; Treasurer; Commissioners; Elementary (Preschool and Grade school), Secondary, Tertiary teachers
5.2 The function of the Executive Committee shall be to make policy proposals, execute the policies, attend to the administrative responsibilities of the organization, and report to the membership on policies and procedures, activities, and financial status of the organization.
Among the responsibilities of the Executive
Committee shall be (1) supervising elections (2) deciding upon the annual budget on or before June 1 of the preceding year (3) providing for an annual audit of accounts (4) creating and utilizing standing and ad hoc committees for purposes consistent with the purposes of the organization and appointing chairpersons/coordinators for all such committees, (5) providing for a publication program (6) providing for fund raising (7) representing the organizational relations, such as seeking collaboration with other organizations having compatible purposes.
5.3 The functions of the chapter coordinators are: (1) coordinate with other chapter coordinators for regional activities (2) assist in the nomination process for a regional representative (3) to act as liaison officer between the chapter and the World Council.
5.4 The functions of commissioners shall be: (1) to act as resource persons of the Board in the area of their designation; e.g., Tertiary education for College Commission, Secondary Education for Secondary Commission and Elementary and Pre-elementary education for Grade School Commission (2) to identify problems in their area, recommend appropriate responses, formulate statements and offer suggestions in respective areas (3) to share developments and activities with the general membership through news releases and/or brief reports on current trends and issues concerning their areas (4) to prepare and submit annual reports that can be kept for documentation purposes.
ARTICLE 6 – ELECTION AND TENURE
6.1 The officers shall be elected in the annual conference in a duly designated place, time, date approved by the majority of the members.
6.2 Every Member is entitled to cast only one (1) vote in the election of officers. No proxy vote shall be allowed therein. The simple majority rule shall be observed.
6.3 The Executive Committee members shall hold office for 3 years subject to only one election for another tenure.
6.4 Should the Presidency become vacant through resignation, incapacity as determined by the Executive Committee, or death, the Vice-President shall succeed to that office for the remainder of the term. Other vacancies, including the Vice Presidency, shall be filled up by action of the Executive Committee until the next election.
ARTICLE 7 – FINANCES
7.1 The Treasurer shall deposit all the funds of the Association in the Bank designated by the President, subject to the approval of the members.
7.2 All bills and accounts against the Association shall be paid in checks signed by any two of the following officers: President, Vice-President, Treasurer, &/or Coordinator upon presentation of vouchers approved by the President.
7.3 The Treasurer shall present a Financial Report, duly audited by a Certified Public Accountant at the regular meeting of the Association during a school year.
7.4 The budget for the estimated income and expenses for a school year shall be prepared by the Treasurer and presented by the President for approval by the Executive Committee in its annual meeting.
ARTICLE 8 – PROGRAMS AND OPERATIONS
8.1 Operating principles:
(1) The organization shall strive for a membership which represents substantially all parts of the country,
(2) The organization shall operate according to the principles of social justice, including fair representation of both sexes and of ethnic groups among elected officials and appointed committees,
(3) The organization shall operate openly, with as full communication between members and their elected officials and appointed committees and personnel as possible,
(4) Modes of exchange of ideas shall be consistent with the principle of respect for other cultures and with the rights of participation of all parties concerned
(5) As a non-governmental non-profit organization, the World Council for Curriculum and Instruction, Bahrain Chapter shall not accept financial support from any source that is incompatible with the purposes of the organization.
8.2 The local program – as an extension of the global program - shall be the primary emphasis of the organization. The World Conference which brings together many members of the organization in an effort to elaborate worldwide endeavors to achieve the purpose of the organization, shall be its main forum and program. The conference shall be devoted to issues of global significance in education for a more humane world society.
ARTICLE 9 – AMENDMENTS
9.1 The Constitution may be amended by approval of two-thirds of the membership.
9.2 Proposals for amendments must be submitted to the corporate secretary at least 90 days before the annual meeting.
9.3 Proposals may be submitted by the Executive Committee or by 10% of the active members.
